České Budějovice Zátkovo embankment reconstruction

The reconstruction of the Zátkovo embankment in České Budějovice has progressed from a period of legal and procedural disputes to the commencement of physical construction.

Initial procurement efforts for the project were marked by controversy. After the first tender was canceled due to high costs and a second was struck down by the Office for the Protection of Competition (ÚOHS) for “illegal discrimination,” a third bidding process was completed. This successful round resulted in a price reduction of 104 million CZK. During these disputes, criminal police reportedly questioned city representatives regarding the non-standard nature of the proceedings.

Construction has now begun, with the contract awarded to Metrostav DIZ for 137 million CZK (excluding VAT). As part of the ‘City and Water’ program, the project aims to revitalize the riverfront by creating walkways at water level and spaces for cafes and restaurants. The plan includes limiting vehicle traffic on the upper embankment and relocating parking to the opposite side of the Malše river. While intended to revitalize the area, the project has faced local criticism concerning the removal of trees and changes to the area’s traditional character.
