Establishment of Ladakh High Court bench
Overview
The Union Cabinet approved the establishment of a new bench of the High Court of Jammu and Kashmir and Ladakh in Leh, the capital of the Union Territory of Ladakh. This move aims to improve access to justice by reducing the travel distance for residents who currently must access legal services through principal seats in Jammu and Srinagar.
Following this approval, President Droupadi Murmu promulgated the Union Territory of Ladakh (Sitting of Bench of the High Court of Jammu and Kashmir, and Ladakh in Ladakh) Regulation, 2026. Issued on August 27, 2026, the regulation provides the legal framework for the High Court to hold sittings within Ladakh under Article 240 of the Constitution and the Jammu and Kashmir Reorganisation Act, 2019.
Under the new regulation, the Chief Justice, with approval from the Lieutenant Governor of Ladakh, may appoint specific locations for these sittings. While the regulation facilitates local access, the principal seat of the High Court remains unchanged, and the Chief Justice retains the discretion to direct that certain cases be heard in Srinagar or Jammu.
