EU agricultural policy social conditionality dispute
Overview
The Italian agricultural confederation Coldiretti has criticized a European Union decision to remove social conditionality from the new Common Agricultural Policy (CAP). This change decouples agricultural funding from compliance with labor standards, such as health and safety regulations.
Coldiretti expressed concern that the move represents a regression, particularly as it coincides with the tenth anniversary of Italy’s anti-caporalato law designed to combat illegal labor exploitation. The organization argued that removing these requirements could allow funds to reach entities practicing undeclared work or illegal labor brokerage, creating unfair competition for compliant businesses.
In response, a delegation of young farmers from Piedmont, including representatives from Coldiretti Cuneo, joined the European agricultural workers’ organization EFFAT to protest in Brussels. The group is advocating for the maintenance of labor rights requirements within the CAP for the 2028–2034 period.
