The EU’s Packaging and Packaging Waste Regulation (PPWR), specifically Regulation EU 2025/40, entered force on 12 August 2026. The framework establishes uniform recyclability targets, mandatory labeling, and phased-in recycled-content thresholds through 2040, aiming for a 15% reduction in total packaging waste compared to 2018 levels. Key milestones include strict packaging minimization rules in 2030, restricting empty space in shipping and e-commerce transport packaging to a maximum of 50%. By 2030, the EU will also prohibit various single-use plastics, such as lightweight bags, condiment sachets, and miniature liquid toiletries in hotels. Additionally, large supermarkets exceeding 400 square meters must dedicate 10% of floor space to bulk product refill stations. Industry adaptation is underway through new financial structures. In Spain, the waste management system Envalora has announced 2027 Extended Producer Responsibility (RAP) tariffs aligned with the PPWR. Effective 1 January 2027, these rates utilize ecomodulation to provide financial incentives for reusable packaging over single-use options. Implementation challenges vary by region. In Poland, the government has yet to pass national legislation regarding extended producer responsibility (ROP), sparking debates between industry groups and the Ministry of Climate and Environment over economic burdens and potential state monopolies. Meanwhile, the cosmetics sector faces additional scrutiny under the EmpCo directive, which restricts vague environmental claims starting 27 September 2026. Administrative burdens continue to affect artisans in Italy and industry stakeholders in Portugal and Spain. As the regulation enters its general application phase, industry stakeholders are convening to manage the transition. In Poland, discussions at the V International Modern Packaging Conference have focused on the regulatory impact on the value chain and financing for green investments. In Spain, forums organized by the Club de Excelencia en Sostenibilidad and SCRAP Cartón Circular have emphasized the need for traceability and the simplification of administrative reporting to prevent excessive corporate burdens.
