Extreme weather and climate-related disasters are increasingly straining public finances across the European Union. Between 1980 and 2024, these events caused approximately 822 billion euros in economic losses, with one-quarter of that total occurring within the last four years. The European Environment Agency (EEA) has characterized this recent concentration of losses as a “step change,” noting that annual economic losses are accelerating at a rate of 3.4% per year. The summer of 2026 has seen unprecedented heat across Europe. In the United Kingdom, the Met Office reported the warmest summer since 1884. In Belgium, the first summer with an average exceeding 20°C was recorded, while the Netherlands experienced severe drought. Spain has experienced its hottest summer since meteorological records began in 1961, with an average temperature of 24.5°C according to AEMET. This period included 61 days of extreme temperatures and four major heatwaves. The Carlos III Health Institute reported over 5,100 deaths linked to the heat between June and August, while wildfires destroyed approximately 296,000 hectares of land. As of September 2026, an intense late-summer heatwave persists in Southern Europe. In Spain, a temperature of 45.7°C was recorded in El Granado, Huelva, marking the highest temperature ever registered in Europe during September. France has also faced extreme conditions, with a measurement of 40.8°C in Durban-Corbières, which, if confirmed, would surpass the previous French September record of 40.7°C set in 2022. Temperatures in parts of Spain, France, and Portugal have reached up to 40°C. In contrast to the heat in the south, Germany is experiencing a significant temperature drop, signaling the arrival of autumn with cooler, wetter weather and increased cloud cover in regions such as Allgäu and Saarland.
