Overview

Extreme weather and climate-related disasters are increasingly straining public finances across the European Union. Between 1980 and 2024, these events caused approximately 822 billion euros in economic losses, with one-quarter of that total occurring within the last four years. The European Environment Agency (EEA) has characterized this recent concentration of losses as a “step change,” noting that annual economic losses are accelerating at a rate of 3.4% per year.

The summer of 2026 saw unprecedented heat across Europe. In the United Kingdom, the Met Office reported the warmest summer since 1884. In Belgium, the first summer with an average exceeding 20°C was recorded, while the Netherlands experienced severe drought. Spain experienced its hottest summer since 1961, with an average temperature of 24.5°C according to AEMET. This period included 61 days of extreme temperatures and four major heatwaves. The Carlos III Health Institute reported over 5,100 deaths linked to the heat between June and August, while wildfires destroyed approximately 296,000 hectares of land.

By mid-September 2026, heatwaves continued to affect multiple regions. In France, an anticyclone reinforced summer-like conditions, with temperatures expected to exceed 32°C in some areas. Portugal faced a heat spike driven by an African ridge, with central and Alentejo regions potentially reaching 38°C. In Morocco, the Direction générale de la météorologie issued an orange alert as temperatures were forecasted to reach between 40°C and 45°C. While the Copernicus Climate Change Service reported that August 2026 was the hottest August on record globally, regional variations were noted. In Turkey, August temperatures remained closer to seasonal norms, averaging 25.7°C, which was only 0.6 degrees above the 1991-2020 average. However, several European nations, including the United Kingdom, Ireland, and much of Western Europe, experienced their hottest summers on record.
