Overview

Extreme weather and climate-related disasters are increasingly straining public finances across the European Union. Between 1980 and 2024, these events caused approximately 822 billion euros in economic losses, with one-quarter occurring within the last four years. The European Environment Agency (EEA) has characterized this recent concentration of losses as a “step change,” noting that annual economic losses are accelerating at a rate of 3.4% per year. The summer of 2026 was the hottest in Europe since records began. In Spain, the summer was the hottest since at least 1869, with the Spanish State Meteorological Agency (Aemet) reporting 61 days of heatwaves. In the United Kingdom, the summer was the warmest since 1884, and Belgium recorded its first summer average exceeding 20°C. The human toll has been significant. A study published in Nature Health by researchers from Imperial College London and the London School of Hygiene & Tropical Medicine estimates that the 2026 summer heatwave caused over 50,000 heat-related deaths in 854 European urban areas, the highest mortality rate recorded since 2000. Researchers attributed approximately 65% of these deaths—more than 32,000 fatalities—directly to human-caused climate change. The most intense period occurred between June 17 and July 1, 2026, when temperatures were roughly 5.3°C above the 1991–2020 average. Italy recorded the highest number of heat-related deaths (13,303), followed by France (7,268), Spain (6,824), Germany (6,340), and the United Kingdom (4,354). European Commission President Ursula von der Leyen described the period as a “summer of truth,” warning that Europe is warming at twice the global average rate. In Spain, the Carlos III Health Institute’s MoMo system recorded 5,807 heat-related deaths for the summer, the highest since 2015, primarily affecting those aged 65 and older.
