The implementation of a €3 customs fee on low-value shipments (under €150) has led to measurable declines in import volumes across several EU member states. In France, data from the Ministry of Economy and customs indicates a 30% to 40% decrease in imports. Specific fintech data from Joko shows significant drops in purchase volumes between June and July: Temu fell by 50%, DHgate by 43%, AliExpress by 37%, and Shein by 15%. While Shein maintains a large user base in France, it reported an €87 million loss in the first half of 2026, partly attributed to these changing rules. In Poland, the Ministry of Finance confirmed that customs declarations for goods under €150 dropped by 50.1% month-on-month in July. In response to the volume of imports, the European textile federation Euratex is calling for a €10 processing fee per small parcel from Asia to combat unfair competition from ultra-fast-fashion platforms like Shein, Temu, and AliExpress. Industry leaders argue the current €3 tax is insufficient and suggest revenue should be used to strengthen customs controls. Concurrently, the EU Council has approved a major customs reform that will treat e-commerce platforms as importers, making them responsible for customs formalities, duties, and safety standards. To manage the costs of inspecting the billions of annual packages, the EU plans to introduce a new unified processing fee for small shipments by November 1. While the exact amount is pending, the European Commission is pursuing a gradual approach, with plans to add approximately €2 to the existing fee in November. Meanwhile, France is pursuing more aggressive unilateral measures that could see taxes on certain items reach €19.50 by 2030.
