The implementation of a €3 customs fee on low-value shipments (under €150) has led to measurable declines in import volumes across several EU member states. In France, data indicates a 30% to 40% decrease in imports, with Temu seeing a 50% drop and AliExpress a 37% drop. Poland reported a 50.1% month-on-month decline in declarations for July. Lithuania has also seen significant contractions, with DPD Lietuva reporting a 70% decrease in specific shipment volumes. In Italy, the duty implemented on July 1, 2026, generated €83 million in revenue despite a 39% drop in imports. Cyprus reported €2.86 million in revenue from micro-parcel duties between July and August, though officials noted a potential seasonal lull. Greece has seen a 60% drop in arrivals during July. Sweden reported a 7% fall in e-commerce turnover in September, driven by a drop in cross-border shopping from 22% to 17% compared to the previous year. Swiss Post CEO Pascal Grieder reported a “middle double-digit percentage” drop in parcels sent to the EU, noting that large retailers like Temu might bypass fees by using local European warehouses. Under the Union Customs Code reform (Regulation EU 2026/2108), a new handling fee of approximately €2 per customs line item is scheduled to take effect on November 1, 2026. This fee is applied in addition to the existing €3 duty. Because fees are calculated per customs declaration line, a package with multiple different product categories could face significantly higher costs. The reform also designates non-EU platforms as importers of record, making them responsible for compliance and subject to fines between 1% and 6% of their annual EU import value. The temporary customs system is slated to remain until July 1, 2028, when it will be replaced by standard customs rates.
