EU regulatory burden reduction proposal
Overview
Leaders from Germany, Italy, and Belgium have proposed a mechanism to the European Union to mitigate regulatory burdens on businesses and governments. In a joint letter to European Council President António Costa, Friedrich Merz, Giorgia Meloni, and Bart De Wever requested an ‘emergency brake’—also referred to as a ‘stop-crane mechanism’—that would allow member states to halt or temporarily suspend new EU legislation deemed to impose excessive administrative weight.
The proposal aims to bolster the competitiveness of European companies and prevent industrial relocation by simplifying regulatory frameworks and shortening planning and licensing processes. The initiative is scheduled for discussion during the European Council meeting in Brussels on October 15 and 16, alongside other topics such as energy prices, the 2028–2034 budget, and migration.
