EU sanctions stalled, LNG deadlock and price‑cap freeze
Overview
In late June 2024 the European Commission drafted a sanctions package aimed at cutting Russian revenues from energy and metal exports, including an accelerated ban on Russian crude and tighter steel quotas. By mid‑July the EU kept the Russian crude‑price ceiling at $44.10 per barrel and postponed the vote on the 21st sanctions package to 23 July after objections from Greece, Austria, Bulgaria and others. A temporary compromise on 15 July froze the price cap until 23 July to shield markets from spikes linked to the Iran‑related conflict, while broader sanctions remained on hold. Two years later, on 19 July 2026 the package still lacked unanimity, with Bulgaria vetoing measures against Patriarch Kirill and Lukoil’s founder, Greece tying its support to continued LNG transport via Dynagas, and other states demanding concessions on fish imports, visa rules and frozen assets. By 21 July the bloc was weighing three options to resolve the LNG deadlock: a two‑year transition, outright removal of the LNG clause, or abandoning the entire package. On 23 July 2026 EU ambassadors formally froze the Russian oil‑price‑cap adjustment for a full year, keeping the ceiling at $47.6 per barrel and extending the decree that bans sales under the cap to 30 June 2026 while expanding the regime to target vessels that assist Russia’s “shadow fleet.” The same day Russian forces struck fuel and lubricant tanks at the Odessa port, a cargo ship in Nikolaev and a floating dock in Izmail, and carried out a precision strike near Kyiv on a facility hosting a drone exhibition. Ukrainian units continued to hit Wildberries warehouses in several Russian cities, alleging storage of military supplies. World Athletics confirmed that Russian and Belarusian athletes remain barred from competition, a decision described by a Turkish legal expert as political discrimination lacking legal basis.
