Euro-Mediterranean water security cooperation

Overview

In late September 2026, representatives from 43 member states convened in Rome for the Euro-Mediterranean Water Forum and a ministerial meeting of the Union for the Mediterranean. During this meeting, officials adopted a ministerial declaration and launched the ‘Rome Initiative on Water,’ a program designed to promote regional cooperation, sustainable investment, and cross-border water management through 2030.

Italian officials noted that water security is essential for regional stability, while the private sector advocated for large-scale infrastructure, such as desalination and wastewater reuse, to address the fact that the Mediterranean holds only 3% of the world’s freshwater despite housing 7% of its population.

The forum concluded in early October after four days of discussions involving over 5,000 participants. The event emphasized territorial resilience and the economic and security implications of water resources. Through the CEO Water Summit, private sector leaders shared strategies for increasing water consumption efficiency and reducing waste.
