European agricultural sector structural shifts

Overview

The European agricultural sector is experiencing significant structural shifts across livestock and crop production. In the meat sector, beef production across the EU-27 and the United Kingdom has seen a tightening supply, with annual production dropping 4 percent by February 2026. This decline is driven by a shrinking cattle population, with notable decreases in Ireland, Poland, and Germany. While beef prices have begun to stabilize, the European Commission is set to suspend certain animal-origin imports from Brazil starting September 3, 2026, due to antimicrobial regulation compliance concerns.

Simultaneously, market and environmental factors are reshaping cultivation. While fruit trade has expanded, vegetable trade has declined. Experts have described a ‘perfect storm’ for livestock farming, noting a trend toward consolidation where a small percentage of holdings account for the majority of EU livestock units.

Climate change is also altering regional capabilities. Rising temperatures and reduced frost are making parts of Southern Europe, including Greece, Spain, Portugal, and Italy, increasingly suitable for high-value tropical and subtropical crops such as avocado and mango, provided necessary infrastructure and water resources are available.
