European asylum policy changes for Syrian refugees

Overview

Following the fall of the Assad regime in December 2024, European nations have altered their approach to Syrian refugees.

In Austria, there has been a shift from granting full asylum to providing subsidiary protection. In the first half of 2026, approximately 3,100 Syrians received subsidiary protection, which is roughly double the 1,523 who obtained full asylum. This status offers a one-year residence permit and labor market access but delays family reunification for three years. Lukas Gahleitner-Gertz, spokesperson for Austria’s asylum coordination, noted that the interior ministry faces legal uncertainty following the expiration of a government-imposed halt on family reunification in July 2026.

Germany has significantly increased the revocation of protection status for Syrian nationals. Data from the first half of 2026 shows that 23.2 percent of 8,320 reviews resulted in the withdrawal or revocation of refugee status, a sharp increase from rates of 3.7 percent in 2025 and 3.1 percent in 2024. The German government cites the political transition in Syria and improved living conditions as primary reasons for re-evaluating claims.

The Federal Office for Migration and Refugees (Bamf) has expanded its review scope to include individuals with asylum processes exceeding 21 months and those subject to court-ordered decisions. While initial reviews focused on criminals and threats, the agency has since extended its activities to include cases where courts have mandated a decision.

Alongside these revocations, Germany has seen a rise in voluntary departures. In the first half of 2026, 9,276 people returned to Syria through federal programs, up from 7,348 during the same period in 2025. The REAG/GARP program, which provides flight costs and initial financial assistance, has also resumed facilitated voluntary departures to Syria.
