In the Netherlands, the government has proposed measures to simplify the national deposit return system to ensure a 90% collection rate for plastic bottles and cans by 2029. Submitted by Minister of Climate and Green Growth Stientje van Veldhoven, the proposal seeks to expand the mandate to all plastic bottles up to three liters—including dairy and juice containers—and eliminate consumer confusion regarding which items carry a deposit. The plan also aims to increase collection points to reduce consumer friction. The industry organization Verpact has welcomed the measures, though noted that implementation must remain manageable for smaller businesses.
