European nations are implementing or proposing reforms to deposit return systems to meet EU recycling mandates. In Denmark, data from Dansk Retursystem indicates that the 2024 implementation of the EU single-use plastics directive has successfully increased the return rate of attached plastic caps to 99.73%, up from 90% previously. 99.73%. However, upcoming EU mandates requiring reusable bottles to comprise 10% of beverage packaging by 2030 may increase costs for breweries and retailers. Additionally, a life cycle analysis from Teknologisk Institut suggests that reusable bottles might not necessarily offer a lower climate impact than the existing Danish recycling system. In the Netherlands, the government has proposed measures to simplify the national deposit return system to ensure a 90% collection rate for plastic bottles and cans by 2029. The proposal, submitted Submitted by Minister of Climate and Green Growth Stientje van Veldhoven, the proposal seeks to expand the mandate to all plastic bottles up to three liters—including dairy and juice containers—and eliminate consumer confusion regarding which items carry a deposit. The plan also aims to increase collection points to reduce consumer friction. The industry organization Verpact has welcomed the measures, though noted that implementation must remain manageable for smaller businesses.
