Financial institutions, such as De Nederlandsche Bank in the Netherlands, recommended maintaining emergency cash reserves in small denominations to cover at least 72 hours of essential needs in case electronic payments and ATMs become unavailable.

As the guidance evolved, the scope expanded to include risks from extreme weather, such as heatwaves and flooding, as well as potential cyberattacks on energy infrastructure. Authorities in Spain and France have updated public advice to include the assembly of survival kits containing water, non-perishable food, first aid supplies, and essential documentation. Experts support these measures, emphasizing the need for populations to maintain autonomy for the first 72 hours of a crisis.
