European healthcare sector budget and wage developments
Overview
In Austria, healthcare workers and academic staff have raised alarms regarding proposed budget reductions. In Styria, an online petition opposes a 30 million euro reduction in hospital budgets for 2027, warning that staff are at their limit and that cuts could increase waiting times and jeopardize care quality. Additionally, the works council at the Medical University of Vienna warned that a potential 14 percent funding decrease could jeopardize hundreds of medical and administrative positions, potentially leading to the closure of operating rooms and outpatient clinics.
In Hungary, the government is implementing the Hugonnai Vilma Program, which allocates 510 billion forints to the healthcare sector for 2027. Health Minister Zsolt Hegedűs has detailed a wage restructuring plan for approximately 123,000 healthcare workers, including nurses, paramedics, and administrative staff. The plan introduces a salary scale with six classification groups and 15 experience-based levels. While the average gross wage increase is planned at 15 percent, the combination of these raises and planned personal income tax reductions could result in net increases of up to 17 percent for some, and between 30 to 35 percent for the lowest earners.
Further reforms include the implementation of a standardized national system to measure patient satisfaction and the establishment of a national whistleblowing system. This system is intended to allow medical professionals to report safety concerns or professional misconduct anonymously without fear of retaliation. Other planned uses for the 2027 funds include expanding pharmacy subsidies, improving hospital catering, and shortening waiting lists.
