European hydrogen infrastructure development

Overview

European efforts to develop hydrogen technology and infrastructure show a mix of technological advancement and implementation challenges. Early developments include research in Germany on diesel reformers that convert diesel into hydrogen-rich gas, and subsidy programs in the Netherlands aimed at expanding hydrogen refueling networks for road transport.

However, the expansion of large-scale hydrogen projects has encountered obstacles. In Spain, construction of a major green hydrogen plant has been postponed due to uncertain industrial demand and regulatory ambiguity. In Germany, the rollout of the national hydrogen core network is progressing slowly, with only a small fraction of the planned 2030 network currently operational. Despite these delays, new projects are entering preparatory phases, such as a 150 MW green hydrogen plant planned by ITM Power to supply a European refinery by 2029.
