European natural gas phase-out and heating transitions

Overview

European municipalities and organizations are implementing various strategies to transition away from natural gas toward sustainable heating solutions.

In Denmark, Dansk Fjernvarme has expressed concerns that current state subsidies for gas boiler conversions may be insufficient due to high installation costs and declining connection rates in rural regions. The organization suggested a strategic focus on the Copenhagen metropolitan area. Meanwhile, in Silkeborg, new biomass and heat pump facilities have been inaugurated to bolster a district heating system that has reduced CO2 emissions by 66 percent over the last decade.

In the Netherlands, the municipality of Deventer has launched a Heat Program aiming for a natural gas-free city by 2050. The initiative involves insulating 18,000 homes and transitioning 14,500 homes to gas-free alternatives by 2036 using heat networks and individual electric solutions.

Belgium has also established a goal of climate neutrality by 2050, necessitating the phase-out of fossil fuel heating in approximately three million households. This requires an annual transition of roughly 120,000 homes through heat pumps and district heating. In Flanders, grid operator Fluvius is preparing for the gradual decommissioning of the gas network using ten-year planning horizons. Economic shifts, including the European Union’s ETS2 carbon pricing system and changes to electricity levies, are expected to make gas heating significantly more costly for households by 2028 and 2029, thereby incentivizing electrification.
