European plug-in hybrid emission discrepancies

Research from the International Council on Clean Transportation (ICCT) has highlighted a significant discrepancy between official and real-world CO2 emissions for plug-in hybrid electric vehicles (PHEVs) in Europe. Initial reports indicated that these vehicles emit, on average, five times more CO2 than official test values suggest, primarily because users often rely on internal combustion engines rather than electric modes.

Subsequent analysis of approximately 920,000 vehicles registered between 2021 and 2023 showed a widening gap. Real-world emissions were 3.5 times higher than official values in 2021, increasing to 4.6 times higher by 2023. ICCT Director Peter Mock noted that current methodologies rely on “optimistic assumptions regarding the share of electric driving,” a factor that may diminish the utility of PHEVs for manufacturers attempting to meet EU emission targets.

In response to these environmental concerns and technical limitations, automakers are adjusting their strategies. Volvo is positioning PHEVs as a “transitionary tool” for consumers not yet ready for full electrification, emphasizing the need for sufficient electric range to ensure the technology is used as intended. Meanwhile, premium manufacturers like Audi are attempting to bridge the gap with models offering electric ranges exceeding 100 kilometers, though these advancements often involve physical trade-offs, such as reduced cargo capacity due to battery integration.
