European police enforcement against illegal e-mobility

Overview

Law enforcement authorities in Italy and Croatia have conducted operations to seize personal transport devices that violate technical regulations. In Como, Italy, police used mobile testing devices to inspect electric bicycles for illegal alterations. Of the 48 e-bikes examined, 41 were seized for administrative confiscation because they were capable of exceeding legal speed limits or operating without pedaling, which would reclassify them as mopeds.

In the Brod-Posavina region of Croatia, police conducted an enforcement operation targeting e-scooters, seizing three devices that exceeded legal limits regarding motor power, displacement, or design speed. Officials noted that high-powered devices pose safety risks, particularly to minors. Safety concerns have intensified across the Balkans. In Croatia, enforcement follows a serious accident in Dugo Selo where two minors on a scooter collided with a car, resulting in one severe injury. In Sarajevo, the Ministry of Internal Affairs reported a significant number of accidents involving electric scooters, including fatalities and serious injuries.

In response to these incidents, experts are proposing stricter traffic laws, emphasizing that scooters should no longer be treated as toys but as ‘legitimate motor vehicles.’ Additionally, residents in parts of Bosnia and Herzegovina have demanded traffic calming measures, such as speed bumps, to address dangerous driving in residential areas. Recent data from Sarajevo highlights the ongoing severity of the issue, with 2025 records showing 42 accidents involving scooters that resulted in multiple injuries and one fatality. Consequently, the Ministry of the Interior has proposed legal amendments to improve the regulation of these vehicles. In the Brod-Posavina region, a targeted five-hour enforcement operation on October 1, 2026, resulted in nine traffic violations and the temporary seizure of three vehicles that failed to meet legal technical classifications.
