Rising European senior care costs and policy responses

In July 2026, reports highlighted a sharp rise in residential senior-care fees across Europe. In Germany, an analysis by the Association of Substitute Health Insurers showed average out-of-pocket costs for the first year of care reached €3,364 per month, an increase of €119 since the start of the year. Regional disparities are notable, with Bremen reporting costs of €3,761 and Saxony-Anhalt at €2,891. The rise is attributed to higher personnel wages, accommodation, and facility investments. To mitigate this, the German coalition government is drafting a reform to limit cost growth through tiered reductions of the patient’s share of nursing costs over several years.

Financial strain is exacerbated by ‘additional services’ (Zusatzleistungen) that exceed standard care requirements. In one case in Stuttgart, specialized dementia care resulted in monthly costs of approximately €6,500, leaving families to cover roughly €4,200 after insurance. For those whose assets fall below €10,000, social welfare may provide ‘Hilfe zur Pflege’ to cover remaining costs.

Simultaneously, Portugal reported that average monthly prices for senior-home rooms rose by more than €200, with single rooms averaging €1,900. A study found that more than half of Portuguese households exceed their planned budgets for elderly placements, forcing families to tap savings, pensions, or sell property. Both nations face similar pressures from ageing populations and limited facility supply, driving a regional trend of escalating expenses.
