European telecommunications fraud mitigation
Overview
Telecommunications entities and regulatory authorities in Europe are implementing measures to combat large-scale fraudulent calling and number spoofing.
In Spain, Movistar has reported blocking over 229 million fraudulent calls since March 2025, averaging 480,000 interceptions per day. The company utilizes automatic network blocking to prevent identity spoofing and offers a ‘Spam Calls’ service to warn users. These efforts are part of the ‘Es por Tere’ digital security campaign.
In Italy, the communications authority Agcom reported blocking approximately 191 million illicit spoofing calls during the first eight months of the year. Agcom has issued nearly 830,000 euros in sanctions against Retelit Digital Services and Tekmind for failing to verify numbering used by call centers. The authority noted that filters on international calls appearing as Italian numbers have significantly reduced the impact of these illegal practices.
