European tourist regulation and enforcement

European authorities are implementing stricter regulations and penalties to manage tourist behavior and congestion.

In Austria and Germany, temporary bans on exiting specific motorways during peak holiday periods have been introduced to curb traffic congestion, particularly in the Tyrol and Salzburg regions. Drivers exiting highways without valid local reasons face high fines. Simultaneously, Malta has empowered police to issue on-site fines, seize passports, or revoke permits for visitors violating public-order, anti-smoking, or traffic laws in response to resident complaints regarding disruptive behavior.

In Croatia, enforcement of public order laws has also targeted tourists. Four Austrian citizens were fined a total of 2,000 euros after maritime police intervened in Stari Trogir bay. The group was found sunbathing naked on a catamaran anchored near a family beach, an incident reported by a citizen via a mobile application. The vessel's captain also received a fine for improper anchoring near a natural bathing area.
