Judge Ricardo Cavalli stated that finding minors in prohibited areas or at unauthorized times constitutes a “risk situation,” which allows for intervention by the Guardianship Council. The ordinance also enforces strict prohibitions on the sale and supply of alcohol and tobacco to minors.
