Federal budget reductions in Chihuahua

Overview

The state of Chihuahua is facing significant reductions in federal funding. Initial reports regarding the 2027 Economic Package proposal indicated substantial budget cuts for priority sectors, including water, agriculture, the environment, culture, and support for women and people with disabilities. Federal Deputy Manque Granados specifically warned of a nearly 50 percent drop in hydro-agricultural subsidies and the potential total elimination of funding for the Program for the Advancement, Well-being, and Equality of Women (PABIM) in the state.

Subsequent reports confirmed a reduction of over 2 billion pesos in federal participations for 2026. Finance Secretary José de Jesús Granillo attributed these losses to national economic deceleration and lower tax collection in ISR and IVA. While approximately 1 billion pesos have been recovered through the FEIEF stabilization fund, a deficit of over 1 billion pesos remains outstanding.
