By late July 2026, Romania's sheep 2026 Romania’s ovine and goat caprine sector remained under strain due to severe pressure from a confirmed Small Ruminant Pox outbreak in Mureș and other counties. ANSVSA kept a 30‑day nationwide quarantine and began a phased vaccination programme with 1.2 million doses, €300,000 of free vaccine and 900,000 EU‑funded doses, targeting Constanţa and Tulcea. The EU EU‑imposed live‑animal export ban that now runs until 31 December 2026. The ban, extended on 18 June, threatens the €250 million‑a‑year market that makes Romania the EU’s second‑largest sheep producer. The government has pursued several remedial steps. On 23 June the European Commission agreed to 10 August form an urgent expert group of international and now set Romanian specialists to remain until 31 December (decision 2026/1387), depressed prices audit the outbreaks and risked a long‑term reduction in advise on lifting the breeding herd. Protests continued: about 5,000 breeders gathered export restrictions. The same day Romanian authorities announced they were close to rescinding the ban on ovine and lamb carcass exports, pending the expert panel’s findings. A series of nationwide quarantines were imposed after new disease foci were confirmed in Bucharest Mureș, Giulvăz and Tomnatic. The 30‑day internal quarantine, announced on 27 8 July and again reinforced on 30 12 July, confronting ANSVSA headquarters restricts all sheep and Victory Square. Police used tear‑gas goat movements, bans grazing in affected zones and irritant spray. Demonstrators demanded the resignation of ANSVSA president Alexandru Bociu, immediate lifting mandates rapid veterinary checks. Parallel food‑safety actions included recalls of the ban, compensation contaminated chicken and state‑funded anthrax vaccination. Vice‑premier Barna Tánczos met the protesters, pledged a government plan herring products. The export ban forced farmers to present shift to the European Commission within a week and signalled a prompt decision on Bociu’s removal. Bociu defended his record, noting a drop carcass sales, resulting in outbreaks from roughly 1,600 farms to fewer than 30. On 31 July, veterinary authorities established protection and surveillance zones around a newly confirmed small‑ruminant plague outbreak record 700 000 sheep carcasses sold in Giulvăz, Timiș County, ordering culling, carcass incineration, movement bans and August – a 33‑day enforcement period after disinfection. Simultaneously, rabies foci were reported in Bacău County, prompting intensified vaccination three‑fold increase but still far below pre‑ban live‑animal volumes. Breeders warned of dogs looming bankruptcies and cats, oral vaccination a possible decade‑long loss of foxes and additional movement restrictions. These measures extend the sanitary‑veterinary response while breeding stock. Vaccination efforts accelerated: on 21 July the sector estimates €500 ANSVSA outlined a rollout of 1.2 million PPR vaccine doses, starting in export revenue for Constanţa and Tulcea, with EU backing. Protests persisted. After the first five months of 2026, €350 million of which came from live‑animal sales. 30 July rally in Bucharest, police fined 14 participants, while breeder organisations pledged further legal actions if demands for export relief, compensation and leadership changes are not met.
