By mid-October 2026, Romania secured the resumption of animal and food exports to Libya following an official inspection mission. This ~~breakthrough~~ followed a period of domestic crisis involving sheep and goat pox outbreaks in Tulcea, Gorj, and Neamț, and violent farmer protests in Bucharest over export bans and compensation. In late October, authorities confirmed a new outbreak in a non-professional farm in Nistria, Neamț County. To stabilize the sector, Romania launched an emergency immunization campaign in Constanța and Tulcea on October 25, utilizing 1.1 million doses provided by the European Commission. The campaign includes 800,000 doses of Jovivac for sheep and goat pox and 300,000 doses of Pestevac for small ruminant pest (PPR). While the campaign aims to lift movement and export restrictions currently in place until December 31, 2026, ANSVSA President Alexandru Nicolae Bociu has urged cooperation to ensure a swift process. As of late October, the vaccination campaign has expanded its scope. In Brașov, 25,000 doses of the VOC vaccine have been received as a reserve for high-risk farms, with plans to expand across the county. In Sibiu, authorities estimate a requirement of approximately 500,000 doses to cover a sheep population of 500,000 to 550,000 heads, with the process to be conducted in stages based on epidemiological priorities. The Romanian state is covering all costs for these vaccines, which are provided free of charge to owners. Concerns remain regarding the impact of vaccination on traditional dairy production. While rumors circulated of an EU ban on traditional sheep cheese (telemea), officials clarified that current legislation requires milk from vaccinated animals to undergo thermal treatment, preventing the use of raw milk for exportable products. Additionally, authorities warned that vaccines may cause temporary fever or decreased milk production in over 50% of cases.
