Overview

By mid-September 2026, Romania’s livestock crisis escalated from biological outbreaks to significant civil unrest. Following outbreaks of sheep pox and small ruminant plague in Buzău County, economic tensions peaked due to European Union-imposed restrictions on live animal exports.

On September 15, a large-scale protest by sheep and livestock farmers in Bucharest’s Victory Square turned violent. Demonstrators clashed with riot police, prompting the use of tear gas and water cannons. The unrest resulted in at least 24 injuries and approximately 47 detentions. While social media reports suggested the metro was stopped near the Government building during the demonstration, Metrorex confirmed that train circulation was not interrupted.

To address the crisis, the European Commission approved an action plan developed by the National Sanitary Veterinary and Food Safety Authority (ANSVSA) to unblock sheep and goat exports. Interim Minister of Agriculture and Rural Development, Tanczos Barna, described the approval as a “vital first step toward resuming international trade in the sector.”

The strategy employs a differentiated vaccination program using 1.3 million free vaccine doses provided by the European Commission. To protect the export of carcasses, milk, and dairy products, the full immunization scheme against small ruminant plague and sheep/goat pox will be applied exclusively in the Dobrogea region, specifically the counties of Tulcea and Constanța. Once regional vaccination is underway, Romania expects to resume the export of live animals. ANSVSA has secured six export markets—Saudi Arabia, Jordan, Morocco, Tunisia, Israel, and Libya—with seven additional agreements under negotiation. Additionally, the Ministry of Agriculture is offering grants of up to €50,000 to breeders with at least 150 head of livestock for biosecurity and quarantine systems.
