The Finnish Border Guard is investigating the incident, which is suspected to be an Ilyushin Il-20 reconnaissance plane. The aircraft reportedly penetrated approximately 8.7 kilometers into Finnish territory, south of the island of Utö, and remained there for roughly three minutes. In response, the Finnish Ministry of Foreign Affairs summoned Russian Ambassador Pavel Kuznetsov to demand an explanation. Defense Minister Antti Häkkänen emphasized that all suspected territorial violations are taken seriously. This follows similar suspected incursions by Russian military aircraft near Porkkala and Porvoo in May and June.

These incidents occur amid heightened regional friction following Finland’s April 2023 accession to NATO. The Russian Foreign Ministry has warned that Finnish weapons deliveries to Ukraine would be viewed as “legitimate targets” for Russian forces. Additionally, Major General Pekka Turunen of the Finnish Defence Intelligence noted an increasing risk of long-range drones drifting into Finnish territory due to the ongoing conflict in Ukraine.
