Finland-Sweden cross-border rail restoration
Overview
Finland and Sweden have reinstated direct passenger rail service between Oulu and Haparanda, marking the return of service to central Tornio for the first time since 1988. Operated by the Finnish company VR, the service consists of two daily trips in each direction, covering approximately 133 kilometers in just under two hours with stops in Kemi and Tornio.
Due to historical differences in track gauges—Finland utilizes a 1,524mm gauge while Sweden uses the 1,435mm European standard—passengers currently transfer between VR and Swedish Norrtåg trains by walking through the Haparanda station building.
The project was supported by various funding sources, including 1.9 million euros from the Finnish state, contributions from the cities of Tornio and Oulu, and the Meri-Lappi region. Recent infrastructure improvements included the electrification of the 20-kilometer stretch between Laurila and Haparanda, aided by EU assistance.
Local officials and transport ministers have emphasized the importance of the link for regional security, economic integration, and future cooperation. While current transfer times within the Swedish network are noted as suboptimal due to construction near Boden and Luleå, authorities intend to optimize schedules during the December timetable change. Travelers are reminded of specific regulations, such as the closure of the restaurant car during the cross-border segment due to differing food and alcohol laws, and strict Swedish customs requirements for pets.
