Fiscal challenges in Belgian regional governments

Belgium's regional governments are facing significant fiscal instability. Projections from the Federal Planning Bureau indicate that the debt of Brussels and Wallonia could become unmanageable by 2031. In Brussels, debt is expected to rise from 250 percent of adjusted available revenue in 2025 to 328 percent by 2031, while Wallonia's debt-to-revenue ratio is projected to reach 327 percent by 2031 due to pandemic and flood-related costs.

At the local level, large cities in Wallonia are experiencing structural budgetary imbalances. The mayor of Charleroi reported that the city's finances are “in the red,” noting that 88 percent of the total deficit among Walloon communes is concentrated in large cities that provide essential services without sufficient regional funding.

Further complicating the regional budget, the Walloon government has faced criticism for failing to pay 144 invoices totaling 527,149 euros for winter road maintenance services. Minister François Desquesnes described the delays as “inadmissible,” noting they have resulted in additional interest charges. A budget reallocation order is underway to settle these debts and prepare for the upcoming winter season.
