Flooding and infrastructure damage in Carmel, Indiana

Severe flooding in Carmel, Indiana, caused a bridge collapse on Hazel Dell Parkway over Blue Woods Creek, creating significant infrastructure risks. The floodwaters reversed the creek’s flow toward the Martin Marietta Carmel Sand & Gravel quarry, which was already 75% full. Officials warned of a 90% chance that a major sewer line carrying most of the city’s wastewater could collapse, potentially sending raw sewage into the White River.

In response to the historic White River flooding, which displaced over 40 residents and impacted approximately 250 homes, emergency crews and multi-agency partners completed critical stabilization work. To protect utility pipes, engineers constructed two temporary dams. One dam utilized over 400 truckloads of concrete and aggregate to reduce waterflow into the quarry by more than 90 percent. A secondary barrier was established using 73 sandbags, each weighing 2,000 pounds, deployed by Indiana National Guard helicopter crews. While stabilization is complete, officials have advised that the White River remains unsafe for swimming or boating.
