The wave of municipal interventions that began in July 2024 continued into mid‑2026. On 14 July 2026, the Council of Ministers dissolved the council of Castellammare di Stabia and installed a three‑member prefectural commission for an 18‑month administration. A 400‑page prefectural report released on 21 July detailed extensive Camorra infiltration, linking dozens of elected officials – including former mayor Roberto Elefante and councilors Rosanna De Simone, Mario D’Apuzzo and Gino Tommasino – to the D’Alessandro and Cesarano clans and exposing €18 million in contracts awarded to clan‑linked firms. The report highlighted Vice‑Mayor Giuseppe Di Capua’s “formal and never productive” oversight and other “black holes” such as Elefante’s shareholding with a businessman under precautionary measures. On 31 July, Di Capua held a press conference, organized by Elefante, to denounce the ministerial report, claiming it was “almost certainly fabricated” and questioning its role in the dissolution. He rejected allegations regarding his previous roles, suggesting accusations stemmed from the municipal Transparency Register, which he described as a “useless” and overly brief record. By 11 August, the administration was formally dissolved by decree of the President of the Republic following a proposal by the Minister of the Interior. This marked the second time in two years the local government was placed under state control. An inspection by the Prefecture of Naples revealed “transversal” influence affecting both majority and opposition figures, citing rigged tenders and inaction regarding illegal occupations. Management will be handled for 18 months by an extraordinary commission composed of Dario Caputo, Mara Moscato, and Maurizio Vallone. In early August, commissioners opened an investigation into a €2.16 million nursery school contract on Via Fratte, citing a rapid, undocumented change in the judging panel and a lack of oversight.
