Overview

The wave of municipal interventions that began in July 2024 continued into mid‑2026. On 14 July 2026 the Council of Ministers dissolved the council of Castellammare di Stabia and installed a three‑member prefectural commission for an 18‑month administration. A 400‑page prefectural report released on 21 July detailed extensive Camorra infiltration, linking dozens of elected officials – including former mayor Roberto Elefante and councilors Rosanna De Simone, Mario D’Apuzzo and Gino Tommasino – to the D’Alessandro and Cesarano clans and exposing €18 million in contracts awarded to clan‑linked firms. The report highlighted Vice‑Mayor Giuseppe Di Capua’s “formal and never productive” oversight and other “black holes” such as Elefante’s shareholding with a businessman under precautionary measures. Further developments deepened the crisis. On 15 July the municipal council was formally dissolved and three commissioners (Dario Caputo, Mara Moscato, Maurizio Vallone) were appointed. A second dissolution was ordered on 21 July after a new commission confirmed the earlier findings and added that the municipal police commander also had family ties to the clan. Mayor Gennaro Vicinanza refused to resign despite a prefectural recommendation to step down. A 400‑page inquiry published on 26 July identified additional administrative gaps, reaffirmed the links of council members and sub‑commissioners to the D’Alessandro clan, and flagged ex‑councillor Gennaro Oscurato for possible external mafia association. The same day a separate corruption probe uncovered emergency‑contract procedures overseen by engineer Catello Gargiulo that appeared coordinated with Cosa Nostra members. The case of geometer Angelo Schettino, suspended for external Camorra association in March 2024, was revisited: the municipal computer system never recorded his suspension, allowing him to sign permits for over fourteen months. He was later sentenced to six years and eight months in prison for external mafia participation.
