While intended to reflect a decarbonized grid, experts suggest this creates an “illusion of performance.” Industry group Coénove has criticized the move as a “regulatory sleight of hand” that obscures the real need for building renovations. Analysis indicates that of the 1.8 million homes expected to exit “thermal sieve” status (classes F and G) by late 2027, over 1.3 million will do so through these administrative calculation changes rather than physical efficiency improvements.
