The federation warned that abandoning the model would cut mortgage volumes, raise borrowing costs or push lenders toward variable‑rate products, and it seeks an exemption based on the European Commission’s recent partial easing of banking rules.

In late July the FBF reiterated these concerns, emphasizing the low default rate and long‑term payment stability of fixed‑rate loans. Meanwhile, French banks kept mortgage rates largely unchanged in August despite the 10‑year OAT breaking the 4 % threshold, noting that the higher bond yield had not yet been passed on to borrowers. Analysts cautioned that a sustained OAT near 4 % could eventually be reflected in higher refinancing costs, especially once Basel III’s capital requirements fully apply after the transitional period ends in 2032.
