Fraud and sentencing in United States and Saudi Arabia

Overview

Legal proceedings have addressed various fraud schemes involving healthcare, recruitment, and workers’ compensation.

In the United States, Mohsin Khan and Nouman Mustafa were indicted for a multimillion-dollar Medicare fraud scheme involving shell companies and the fraudulent submission of over $3.5 million in claims for medical equipment. Additionally, Dr. Steven Powell was sentenced to prison for a scheme involving approximately 1,400 Medicare claims for medical braces totaling over $1.9 million. In a separate domestic case, former New York City Department of Correction officer Jovanny Concepcion received probation and home detention for fraudulent workers’ compensation claims totaling over $200,000.

In Saudi Arabia, Ghulam Zulfiqar Ali received a 41-year prison sentence for a recruitment scam. Ali used forged credentials to send 92 Pakistani nurses to Saudi Arabia under a “Nurse Highly Qualified” visa category for which they were unqualified, while also extorting fees from the nurses themselves.
