Fraud investigations in Portugal

Overview

Investigations into financial irregularities in Portugal have emerged at both the national and European levels.

Nationally, the Commission to Combat Fraud in the National Health Service (CCF-SNS), established in late 2025, has referred cases to the Public Prosecutor’s Office and the Court of Auditors. These cases involve public procurement and “anomalous patterns” concerning the prescription and dispensing of medical devices and medications.

At the European level, the European Court of Auditors (ECA) identified a suspected fraud case involving 755,000 euros in European funds, including 391,000 euros from the Portugal 2020 program. This matter has been referred to the European Anti-Fraud Office (OLAF) and is currently being investigated by the European Public Prosecutor’s Office (EPPO).
