Frelimo XI National Cadre Conference in Chimoio
Overview
Frelimo party officials convened the XI National Cadre Conference in Chimoio, Manica Province, to evaluate the organization’s trajectory and prepare for the next 50 years. During the opening, President Daniel Chapo introduced three administration mottos: ‘let us work’, ‘economic independence’, and ‘do differently to achieve different results’. He emphasized that economic independence is vital for national sovereignty and released a book, ‘Renovar Moçambique’, outlining these objectives.
Chapo argued that Mozambique must transition from a raw material exporter to an industrialized economy that processes its own natural resources, such as hydrocarbons from the Rovuma Basin, to create local wealth. He also reaffirmed the government's commitment to restoring peace in Cabo Delgado, noting that security is a prerequisite for development. Discussions at the conference included corruption, public services, terrorism, and food sovereignty. Leaders also addressed Mozambique’s demographic shifts, noting that the population has grown from under 15 million at independence to approximately 35 million.
However, the event has faced scrutiny regarding the potential misuse of public resources. Adriano Nuvunga, Director of the Center for Democracy and Human Rights (CDD), questioned an extraordinary increase in flight frequency by the state-owned airline, LAM, between Maputo and Chimoio. Nuvunga noted that LAM scheduled five daily flights to accommodate delegates, suggesting this may constitute ‘indirect financing of the political party by the state’, particularly as the airline undergoes restructuring supported by significant state financial injections, including approximately 1.703 billion meticais provided through the State Participation Management Institute (IGEPE).
