French data center sector development

The data center sector in France is navigating discussions regarding infrastructure standards, energy consumption, and modernization.

KDDI France has addressed misconceptions about the industry, noting that facilities vary significantly in electrical redundancy, security, and connectivity. The company emphasized that cloud computing and AI remain dependent on physical infrastructure and that data localization is critical for regulatory compliance and digital sovereignty.

As the sector grows, its resource consumption has come under scrutiny. In 2024, metropolitan installations consuming over 1 gigawatt-hour annually accounted for approximately 1% to 1.5% of France’s total electricity consumption. This has led to calls for balancing economic benefits against the use of land, water, and the electrical grid.

In response to modernization needs, technical projects such as the upgrade of the Direction nationale des statistiques du commerce extérieur (DNSCE) data center in Toulouse have been completed. This project focused on implementing high-efficiency cooling and equipment reuse to reduce the carbon footprint while maintaining continuous server availability.
