French electricity off-peak hour reforms

Overview

France is implementing reforms to electricity tariff schedules to better align consumption with modern energy production, specifically to optimize the integration of solar energy. Under regulations from the Commission de régulation de l'énergie (CRE), off-peak hours for millions of households will now vary seasonally.

While consumers will retain eight off-peak hours daily, the timing of these hours will shift. The new system requires at least five consecutive off-peak hours between 11:00 PM and 7:00 AM. The remaining hours will be adjusted seasonally; for instance, during the summer, some hours may occur in the afternoon to capitalize on solar production.

Grid manager Enedis will assign these slots based on local network capacity and operating conditions, meaning neighboring households may have different schedules. The transition relies on Linky smart meters to manage these shifting time slots. Following an initial phase affecting 1.7 million households, the rollout aims to reach an additional 9.3 million customers by October 2027.
