Overview

Concerns regarding the quality of care in French nursing homes have escalated from specific facility allegations to broader institutional warnings.

In August, families of approximately 240 residents at Les Fontaines private nursing homes in Haut-Rhin reported serious dysfunctions to authorities. Allegations included chronic understaffing—notably one nurse for 80 residents at one site—and difficulties obtaining medical assessments for residents, many of whom have Alzheimer’s disease.

By September, the Council of Europe expanded the scope of the issue, with Human Rights Commissioner Michael O’Flaherty warning of a crisis across the French medicalized nursing home sector (Ehpad). The Commissioner cited “largely insufficient” human and financial resources, high staff turnover, and aging infrastructure. In response, the French Minister for Autonomy and People with Disabilities acknowledged the sector's difficulties and noted government goals to recruit 50,000 additional professionals by 2030.
