French university tuition and funding debate

Debate has emerged regarding the financing of French higher education following proposals to increase student registration fees. France Universités, representing university leaders, opposed the measures, arguing that fee hikes are premature without a prior overhaul of the scholarship and student-aid system. The organization noted that current public funding is insufficient to meet rising research, infrastructure, and digital demands.

By the 2026 academic year, differentiated tuition fees are set to impact non-EU students significantly. Undergraduate fees are expected to reach approximately 3,000 euros, while Master’s programs may cost up to 3,940 euros per year—rates up to sixteen times higher than those for French or European citizens. While universities can grant exemptions to 20% of non-EU students, student collectives have labeled this capacity as insufficient.

Regarding financial aid, the CROUS scholarship system for the 2026-2027 academic year will maintain its existing structure. Annual scholarship amounts, determined by household income, will range from approximately 1,454 euros to over 6,335 euros, potentially exceeding 7,600 euros if extended through summer breaks.
