French waste management oversight and safety measures

Overview

The French government has initiated several measures to increase oversight and safety within the waste management sector.

In late September 2026, the Ministry Delegate for Ecological Transition announced plans to tighten the governance of eco-organismes—industry-funded entities that support local waste collection and recycling. The government aims to audit these organizations to curb rising eco-contributions, which are projected to reach up to 10 billion euros by 2030. By rationalizing these expenditures, officials intend to free up approximately 100 million euros to assist local authorities with plastic packaging recycling efforts.

Following this, the Ministry of Ecological Transition conducted a national inspection of 1,245 waste sorting, transit, and grouping centers between September 7 and 11, 2026. The inspections focused on mitigating fire risks, as fires caused by improperly discarded items like crushed batteries are a frequent cause of accidents in the sector. As a result of these unannounced visits, authorities issued 109 proposals for formal notices, requiring operators to bring their facilities into regulatory compliance within specified timeframes.
