Galicia digital education law proposal

The Xunta de Galicia has introduced a draft Digital Education Law to establish a legal framework for technology, artificial intelligence, and digital security in schools. The proposal aims to regulate the use of educational chatbots, AI-driven material adaptation, and test correction, while mandating a ‘reserve of humanity and effective human supervision’ to ensure AI remains an auxiliary tool rather than a substitute for teachers. The law prohibits AI from making autonomous grading decisions or performing facial and emotional analysis.

Regarding hardware, the legislation proposes a graduated approach to device usage. Early childhood and initial primary cycles will focus on collective use, with individual computer use limited until the 4th grade and mobile phone use permitted only starting in the 3rd year of ESO.

The bill has entered the legislative process in the Parliament of Galicia, where it has sparked debate. While the government maintains the law is necessary to manage digital transformation, opposition groups have questioned the timing, citing long-standing digitalization programs like E-Dixgal.
