Galician seafood industry and market dynamics

The Galician seafood industry, particularly the mussel sector, serves as a major economic and nutritional pillar for Spain. The industry generates over 124 million euros annually through the cultivation of approximately 178,000 tons of mussels across thousands of floating nurseries.

However, the sector faces significant volatility. Recent high summer demand and a shortage of local supply—exacerbated by a harsh winter of storms that caused historic mortality rates in shellfish populations—have led to scarcity and rising prices. Prices for certain bivalves have increased by up to 20%, forcing vendors to rely on imports from Portugal and Scotland. To manage food safety and environmental risks like red tide, a permanent surveillance network monitors for biotoxins to determine when harvesting areas must be closed.

By 2025, the sector experienced three consecutive years of record-low production, maintaining levels of approximately 178,000 tons. These shortages, driven by environmental factors and area closures due to biotoxins, have forced canning companies and purification plants to rely heavily on imports.

This reliance has sparked a debate between the Consellería do Mar and industry organizations such as Opmega. Opmega and various political representatives have expressed concerns that imports might “silently replace local products in the market and negatively affect prices.” In response, the Director of Fisheries and Aquaculture, Isaac Rosón, argued that protecting local mussels would “interfere with free competition,” noting that imports primarily support the industrial transformation sector rather than the fresh market.
