Gender violence response at Universidad de la República

Overview

Following an attempted femicide at the Universidad de la República (Udelar) Faculty of Medicine on September 1, the university implemented several emergency measures. Initially, the Central Governing Council suspended all classes and non-essential academic activities to allow for institutional reflection and reorganization.

The university leadership acknowledged existing insufficiencies in responding to gender-based violence. Consequently, the Open Commission on Equity and Gender (CAEG) was tasked with a 60-day review of policies regarding harassment, discrimination, and violence, including an evaluation of risk detection and whistleblower support.

By mid-September, the university community had transitioned into active programs, including workshops, assemblies, and training sessions. The CAEG held a large-scale meeting with approximately one thousand participants, and the Progresa program launched the ‘Contigo’ strategy to provide safe spaces for discussing prevention mechanisms and gender violence.
