To sustain this momentum, the Ghanaian government is reviewing its upstream petroleum policy to attract international investment. Minister Jinapor has recently called for a transformation of the upstream industry, urging the Petroleum Commission to move beyond regulation toward fostering domestic ownership and global competitiveness.

Regarding nuclear energy, Ghanaian officials have affirmed the nation's technical readiness to pursue nuclear power, with plans to add up to 1 GW of capacity. While the Ghana Atomic Energy Commission previously cautioned that nuclear ambitions might face delays due to a shortage of skilled professionals, discussions at the US-Africa Nuclear Energy Summit emphasized the necessity of human capital development and international cooperation. Ghana and Russia have agreed to deepen cooperation on peaceful nuclear programs and have signed a visa waiver agreement for diplomatic and service passport holders. Additionally, Russia has agreed to double annual government scholarships for Ghanaian students in fields such as engineering and petroleum sciences.
