Economics Minister Katherina Reiche’s draft EEG reform, presented June 29, would end the feed‑in tariff for PV after 2026 and tie the change to a “net package” adding a Redispatch‑reserve that limits new wind and solar sites unless network operators are compensated. The SPD and renewables warn of “solar‑chaos” after 2027. The government seeks a parliamentary vote before the summer recess, pending EU clearance and Bundestag/Bundesrat approval. The Zentralverband Sanitär‑Heizung‑Klimatechnik (ZVSHK) welcomed the ruling, stressing that the SHK trade—plumbers, heating engineers and installers—is fully qualified to carry out PV, solar‑thermal and heat‑pump installations. The association is expanding a sector‑wide agreement on safe PV installation to include additional trades and professional bodies. On 21 July 2026 ZVSHK reaffirmed that SHK firms are eligible to plan, install and maintain photovoltaic systems, emphasizing that the court decision applies only to the specific case and does not restrict solar work to two trades. The association noted continued updates to the safety agreement. A 26 July 2026 Oberlandesgericht clarification reinforced the SHK entitlement, while Bavarian farmers report increasing losses from grid‑curtailment measures known as redispatch, which reduce output from private PV plants.
