German education system labor and qualification crisis

Overview

Germany is facing significant challenges within its education system, characterized by rising unemployment among educators and a decline in student qualifications.

Data from the Federal Ministry of Labour indicates that over 9,200 teachers entered unemployment between January and August 2026. This trend persists despite reported shortages in the education sector. Nicole Gohlke of the Left Party criticized the phenomenon as an ‘undignified practice of summer unemployment,’ noting that newly qualified and temporary teachers often face unemployment during summer holidays.

Simultaneously, the number of students leaving school without a basic secondary certificate has reached a 20-year high. According to the Federal Statistical Office, approximately 65,000 young people—8.4 percent of all school leavers—finished without qualifications in the 2024/2025 school year. This represents an increase from 56,000 the previous year and 47,400 a decade ago. This trend follows a period of eased examination regulations during the pandemic that has since been rescinded.

Political figures, including Sahra Wagenknecht, have characterized the trend as a “state-organized skilled labor shortage.” In response, Federal Education Minister Karin Prien has highlighted early childhood education as a critical factor, noting new legislation that aims to introduce language, mathematical, and social skill testing for four-year-olds in daycare centers. Additionally, the Federal Ministry of Education pointed to the ‘Startchancen-Programm,’ which provides extra funding to schools serving children from disadvantaged backgrounds or those with learning difficulties.
