German financial commitments to development banks

Overview

Germany is facing scrutiny regarding its significant financial obligations to international development institutions. Since 2019, the federal government has pledged more than eight billion euros in liability capital to the African Development Bank to fund infrastructure, energy, and economic development in Africa. Additionally, approximately 4.7 billion euros have been pledged to the World Bank’s International Development Association since 2020.

Critics, including the AfD parliamentary group, have raised concerns regarding parliamentary control over state financial risks. Specifically, they argue that these commitments do not undergo individual votes in the Bundestag and that specific funds may not be allocated in the federal budget to cover potential calls on these guarantees.

In response to a parliamentary inquiry from the AfD faction, the government disclosed that the €8.1 billion pledged to the African Development Bank represents liability capital rather than immediate cash outlays. For the 2027 federal budget, approximately €1.36 billion is allocated within the development budget for contributions to multilateral development banks, though other payments are distributed across various ministerial budgets.
